Better to Mail in Forms or to Submit Electronically?

There are no definite answers and you have to do what feels most comfortable and safest to you.  Anytime you choose to communicate it creates risk.  But as Martin Luther King has stated, "It is always the right time to do the right thing."   We can not fully advise you one way or the other as to which way is safer to communicate with OffRecord - carrier mail, internet or another alternative. Carrier mail can easily be intercepted by a government organization.  Electronically (i.e. through the internet), your package does travel through a network where it is quite possible to intercept and understand where and to whom your information is going...while searching for key words within the communication that trigger interest. Similar risks are abound in all systems. However, electronically submitted documents are easier for computers to parse information out of, searching through documents for key words that can initiate interest for government employees to review. If government can clean up these incidents without outside embarassment or costs (ie - rewards) it certainly is in its own best interest to do so.

It is up to you regarding the method you choose to get your initial information to OffRecord.  If we eventually work together, we will likely choose meeting face to face when possible. Unfortunately to get the process rolling with OffRecord, given the volume of information sent for our review, we need to have a written overview of the violation you are considering reporting before we commit to a full review call or face to face meeting.
