Generally speaking, yes, your package must be the "First to File" with the Department of Justice (DOJ). If you and another individual submit generally the same information and evidence supporting your case, yet the other individual turned their package in 2 minutes ahead of you, then the Department of Justice will reward the other individual. The system only allows for one person to be rewarded in these cases and it is always based upon the exact time that the filing is made, rewarding only the first to file.
It is possible if a package comes in secondarily, but the DOJ finds the evidence and materials submitted to be more substantiative and therefore more appropriate for carrying out the case; however, the chances of this are low and it is best to simply make a thorough reporting regarding what violations are observed and have it submitted to the DOJ as soon as possible. This decreases the chances that someone else reporting the violation ahead of you and receiving the reward that would otherwise be yours.
It is important to note that the timetable does not start when the evidence is given to OffRecord. Instead, it starts when OffRecord gets the package to the Department of Justice.
