In Washington, DC, Aretha Holland-Jackson, a city employed social worker, pleaded guilty to embezzling some $800,000 in benefit payments which she stole for personal use. Holland-Jackson had access as a supervisor to the Department of Human Services computer system. She used this access to print Government ID cards to set up some two dozen non-existant people and draw food stamps, cash and other public benefits over a two year period. After further investigation her sister confessed to be involved in the crime as well.
This case moved forward when a whistleblower advised the DHS Chief Accountability Officer that mail had been sent to a fake beneficiary. No beneficiary by that name could be found in the DHS records, so a fraud investigation was begun focused on Holland-Jackson. In September '13 she was arrested using one of the debit cards to withdraw $700 cash, while in possession of another eight ID cards.
Key to solving this case was the tip from the whistleblower that mail was being sent to a phony beneficiary. The name of the whistleblower has not been released, but he/she will receive a significant reward for his efforts in uncovering this gross fraud of public benefits for needy families in our nation's capital.The individual who turned this in is not only eligible to receive 15% to 30% of the $800,000 for 2013, but also the judge can determine that the relator is eligible to recieve this amount or larger for serveral of the years going forward where this woman was prevented from stealing money as well.
